The Congress of National Minorities of Ukraine (CNMU) is a non-profit non-governmental organization which was created with the aim to unite efforts of the national minorities in Ukraine on integration into Ukrainian society and its transformation into democratic and civil one, active advocacy for the tolerance values, equality, mutual respect to the national individualities and values of each representative of the polyethnic Ukrainian people, tolerance education and combating xenophobia. Since 2002 the Congress of National Minorities of Ukraine deals with the youth projects related to the interethnic interreligious tolerance education.

1. Research and information

1.1 “Forum of Nations” newspaper is devoted to the problems of ethnic policy and the culture of the national minorities of Ukraine. There were published 12 issues of this newspaper with the circulation of 1000 copies and after they were free of charge spread among the national minorities of Ukraine, NGOs, governmental institutions, research institutes.

1.2 Monitoring of hate motivated crimes and monitoring of other kinds of xenophobia in Ukraine

In 2009 there were fixed 47 attacks and there was not confirmed any killing on the basis of hatred. Practically this number is two times less than in 2007 and 2008. Monitoring data are disseminated via e-mails or electronic distribution and after are placed on the websites of the CNMU and Vaad of Ukraine. Monitoring results are regularly represented during Ukrainian or international events devoted to the problems of xenophobia, especially during the meetings of the Council of Ethnic Policy under the President of Ukraine, ECRI, OSCE, Global Forum for Combating Anti-Semitism. There was prepared the final analytical report about the displays of xenophobia in Ukraine in 2008 and was published as separate booklet in Russian, Ukrainian and English (circulation – 200 copies).
2. Civil government
Executive vice-president Josef Zissels is involved to the Advisory Body under the State Committee for Nationalities and Religion of Ukraine, to the Council of Ethnic Policy of Ukraine under the President of Ukraine. He regularly meets with the governmental bodies of the state discussing different issues of development the interethnic relations, the problems of xenophobia, tolerance education, restitution of properties of the national and religious minorities.
3. Interethnic and interreligious tolerance education for children and youth
Inter-ethnic Children “Sources of Tolerance” Camp formulates a conscious block to combat xenophobia as a final result of tolerance education, active public thoughts‛ formulation of youth who are the representatives of different national minorities of Ukraine. In 2009 the first Camp took its place in Zakarpatya in the small village of Yasinya. 185 children took part in the Camp and 40 tutors from 16 national minorities of Ukraine including the group of refugee children from Afghanistan, Iran and Chechnya. 12 national days were conducted according to the methodology “deeping into”, the Memorial Day and the Day of Citizen.
Tolerance clubs for teenagers in Kiev, Lvov, Simferopol, Mariupol, Kharkov and Chisinau. Weekly meetings of teens from different national minorities of Ukraine, trainings on civil education and tolerance, school of leaders, conduction of the events and actions in the schools by the method “all are equal”. The participants from Lvov Tolerance Club monthly publish “Visnyk Tolerantnosti” newspaper which is a youth newspaper of Lvov Tolerance Club (the circulation contains 100 copies monthly). The participants of Mariupol Tolerance Club began publishing of the “Prozoruy poglyad tolerantnosti” (“Bright glance of tolerance”) magazine.

JANUARY: weekly lessons in the Tolerance Clubs in four cities of Ukraine and in Chisinau (Moldova). On the 23rd of January young activists of Kiev Tolerance Club conducted the lessons for the pupils in the school №58. Anna Lenchovska made a proposal for the tenth form to discuss video clips “Free2Choose” devoted to the human rights and human freedom‛s topic. Lena Pochaevets and Dana Verstak discussed with the eleventh form the social roles in society and discrimination connected with different human characteristics. The eldest pupils liked to express their own opinion and to get to know about their mates’ position. Future psychologists Nastya Yarym and Mariam Vardanyan and sociologist Olya Gryzay looked on the discussion.

FEBRUARY: weekly lessons in the Tolerance Clubs in four cities of Ukraine and in Chisinau (Moldova).
On the 6th of February there were carried out the training courses on “Gender equality” topic for the 9th, 10th and 11th form pupils in the school №58 in Kiev. The pupils analyzed modern announcements on how to be employed, scientific research results, discussed open and closed displays of gender discrimination.

APRIL: weekly lessons in the Tolerance Clubs in four cities of Ukraine and in Chisinau (Moldova). The Congress of National Minorities of Ukraine organized the meeting with group of children who are the participants of the program on partnership between educational institutions in Lvov and Edmonton (Canada). This meeting in Kiev on the 3rd and 4th of April was fruitful because the Canadian pupils had a possibility to get acquainted with Tolerance Club in Kiev.
On the 20th and 25th of April the delegation of the CNMU visited Warsaw and Lublin being the participants according to the program of the Polish-American Foundation “Svoboda”. It was aimed to get acquainted with the experience of the intercultural education and civil activeness of the Polish organizations, project presentations of the “Sources of Tolerance” and “Tolerance Clubs”. We got new and interesting ideas during the process of acquaintance with Polish experience.

On the 14th of April there was carried out the project presentation “Ukrainian books for Education in Tolerance”. The aim of the project is to spread the values of tolerance and multiculturalism in the field of education and among the general public.
On the 22nd and till the 26th of April the volunteer of Kiev Tolerance Club Yaroslava Myeshkova made a presentation of the eight year experience of the Inter-ethnic Children “Sources of Tolerance” Camp during the youth international conference in Bakuriani (Georgia). |
MAY:
Weekly lessons in the Tolerance Clubs in four cities of Ukraine and in Chisinau (Moldova).
Mariupol Tolerance Club made a performance during the celebrating of the Mariupol Day.
Kiev Tolerance Club organized the competition of writing the compositions, essays and paintings for the children on “Monuments of Piece” topic. 327 teenagers took part in this contest in order to win the ticket to the “Sources of Tolerance” Camp (2009).

JUNE:
Weekly lessons in the Tolerance Clubs in four cities of Ukraine and in Chisinau (Moldova).
On the 16th and 17th of June Simferopol Club had conducted the Day of Crimean Tatar and Ukrainian cultures in the school №17 and Tolerance Day.
JULY:
From the 21st till the 30th of July Lvov Tolerance Club organized Youth Tolerance Camp “Shypit - 2009”, the tent camp near the Shypit waterfall in Zakarpatya. The youth activists from Mariupol, Lvov and Simferopol took part in this event.
From the 28th of June till the 1st of July the participants of Kiev Tolerance Club took part in the educational trip around Podillya and Bukovyna which was organized in the framework of new project organized by the Jewish Student Union “UUJS” in cooperation with the "Lo Tishkach" Foundation and with support of the Genesis Philanthropy Group. Approximately 40 young leaders, journalists, representatives from the public organizations and other national minorities from the whole Ukraine participated in the educational program.
AUGUST:
Preparation and conduction of the seminar for tutors and discussion about how to organize the Camp in Yasinya (pensionate “Vusoki Karpaty”, Zakarpatya). 185 children and 40 tutors from 14 national minorities of Ukraine, and the children and tutors from Moldova and Byelorussia took part in the Camp. The group of refugee children from Afghanistan, Iran and from the Chechen Republic participated in the Camp too. Apart from 14 national days in the Camp there were carried out Human Rights Day and different discussions on the violation of the children‛s rights by the method of FORUM THEATRE.
On the 20th of September there was organized presentation and opening of Kiev Tolerance Club. The meetings with friends from the Inter-ethnic children “Sources of Tolerance” Camp, interesting games and contests, presentation of the projects of Kiev Tolerance Club for teenagers (like psychology, forum-theatre, school of leaders, instrumental and vocal lessons, philosophy for teenagers, journalistic lessons, ethnic arts) were conducted.
On the 27th of September Kiev Tolerance Club joined to the action of cleaning the Babyn Yar before the memorial anniversary of the mass execution of Jews.
On the video hosting Youtube the web page of the Inter-ethnic children “Sources of Tolerance” Camp where the video clips of the Camp (in 2008, 2009) are shared was opened.

From the 26th and till the 30th of September the volunteer of Kiev Tolerance Club Yaroslava Myeshkova presented 8 year project – Inter-ethnic Children “Sources of Tolerance” Camp during the youth international conference in Georgia devoted to the acquaintance of youth with the experience of the Eastern youth organizations on preventing the violence on the religious and ethnical basis in Europe.
OCTOBER:

On the 26th of October Kiev Tolerance Club volunteers made a presentation of the widespread project “Sources of Tolerance” Camp to the group of participants of the UNITED conference.

On the 6th of December there was carried out the seminar devoted to the human rights and the national minorities rights topic, and xenophobia, the situation of tolerance education in Ukraine. Students from the journalistic and film direction departments (from Kiev and Kiev Region) took part in this event.
December, 9. Presentation – discussion of 8 year experience of conducting “Sources of Tolerance” Camp during the International Day of Human Rights. The representatives from different embassies, state and non-governmental organizations, mass media took part in this event.

The project “Ukrainian books for education in tolerance” www.betol.org.ua
The aim of the project is the dissemination of 27 Ukrainian and other foreign languages editions on tolerance topic, anti-discrimination education, combating xenophobia from the History of Holocaust for the directors’ assistants of the schools, teachers of history, students from the journalism and history departments, librarians in each region of Ukraine. The project is realized by 5 Ukrainian NGOs in cooperation with the Anna Frank House in the Netherlands and the Foundation of the projects of Central and Eastern European book publishing industry. The trainers and experts of the CNMU Tatyana Horunzha, Anna Lenchovska and Kira Kreydermann conducted the seminars for the librarians, students-journalists, and for the directors‛ assistants in Sumy, Poltava, Uzhgorod, Lvov and Kiev.
The scientific and methodological manual “Multiculture – how to organize the lessons on tolerance education in the school” is still preparing to be published.
